Routine is very important to young puppies and this must extend to meals, at least for the first two or three weeks. Have two bowls ready - one for food and one for water.
Regarding food, ask the breeder what the puppy has been fed and follow that diet exactly. The diet needs to be identical to what the puppy has been used to for the first few weeks. Then, you can gradually wean the puppy onto the diet of your choice. Feeding your dog is further expanded on this link: Feeding your dog
Regarding water, fresh water that is changed at least twice daily should be available to the puppy at all times during its lifetime. If your tap water is not suitable for you to drink, then the pup should not be allowed to drink it either. Under these circumstances, tank water or bottled water should be accessible to the puppy made available at all times.
